The Barnett Formula is used to calculated the way in which money from central Government pot gets allocated to Scotland, Wales and Northern Ireland. It pre-dates devolution and is well over due for being revised, renewed or replaced.
Lord Barnett, who gave his name to the formula, is now calling for a change to the formula that currently bears his name. If the funding formula's creator says that it is now unfair and needs changing, will the ConDem's listen?
